    This is a basic problem in the software industry, particularly in new technology areas. There's no easy solution in this situation, other than:
    - Take good people
    - Management should 'ruthlessly prioritise' quality issues and keep focus on the customer
    - Everybody in the organisation should be clear on what 'quality' stands for to the customer
